MILITARY MEASURES.
MADE TO ACCORD WITH PEACE STEP. Received Oct. 18, 10.45 p.m. Amsterdam, Oct. 17. The Nieuport correspondent of the Rotterdamsche Courant announces that the German press to-night publish a communique stating that the army command has brought military measures into accord with peace steps. The armies have .been ordered to cease all devastation, unless absolutely compelled for defensive reasons.---Reuter Service. BURIAN'S VIEWS. Received Oct. IS, 8.30 p.m. London, Oct. 17. Reuter's Amsterdam correspondent says that reports from Vienna state that Count von Burian has declared that after careful examination of President Wilson's reply he is convinced that the cessation of hostilities and the opening uf peace negotiations are near. Count von Burian indicated that the German reply went far to meet President Wilson's points.
EMPEROR WILL GRANT AUTONOMY

The State Department learns from Berne that the Emperor Carl will grant autonomy to the subject races, and conditional reforms in Austria. MAX RETAINS CHANCELLORSHIP. Received Oct. 18, 5.5 p.m. Amsterdam, Oct. 17. Prince Max retains the Chancellorship. The Reichstag on Friday will consider the reply to President Wilson. —Reuter. KAISER STILL RULING. Amsterdam, Oct. 17. That the Kaiser was still reigning on ,the 15th appears from a dccreo pub.lished in Berlin, signed by the Kaiser, prescribing that decreed military commands under martial law must be issued ( in agreement with the civil authorities.
