ATTRIBUTED TO AUSTRIA. MILITARY-INSPIRED ARMISTICE GERMANY BOUND TO CAPITULATE. Received Oct. 18, 7-30 p.m. 4 London, Oct. 17. Diplomatic circles think tliat the rumors of the Kaiser's abdication proceed from Austrian sources, where the wish is father to the thought. The latest diplomatic information confirms the statement that Hindenburg and the military authorities inspired the armistice demand, hoping*" to save the army from destruction. Should' Germany accept President Wilson's terms, it is regarded as certain t]iat the conditions will be framed by the Allied and American naval and military authorities, and will effectually preclude the resumption of hostilities by the German forces.

The Times, in a leading article, says that sooner or later Germany will be forced to capitulate. It behoves the Allied Governments to prepare immediately for the advent of peace in the comparatively near futureThe Berlin correspondent of a proGerman Swedish journal describes an interview with Or. Solf on October 13, hefore the latter despatched the reply to President Wilson. Dr- Solf expressed the hope that an honoroable peace would be obtained, adding, "Wo must admire our soldiers for what they have done, but cannot admire our diplomats' share in the war."
