FOUR NATIONAL ASSEMBLIES. Received Oct. 18, ILSO p.m. ) The Hague, Oct. 17. , A report from Vienna states that the Government proposes the establishment of four national assemblies—GermanAustrian, Czecho-Slovak, UlyTan, and Ruthenian—electing national governments and transforming Asistro-Hun-gary into an association of States under a common head.—United Service.

Leading German newspapers show striking unanimity in criticising President Wilson's terms, even The Tageblatt, The Vonvaerts and The Frankfurter Zeitung declaring them unreasonable, and asserting that President Wilson has dropped the role of mediator and become dictatorial and ruthless. , Pan-German organs violently demand a military dictatorship. The Kreuz Zeitung says: President Wilson wants to annihilate us. Let us rally round the Kaiser and defend him against our enemies at home and abroad. —United Service. HUNGARIAN INDEPENDENCE.
