Received Oct. 13, 5.5 p.m. Amsterdam, Oct. 12. Reports from Berlin state that the Polish Regency Council is being dissolved, and that the State Council is summoning a, Constituent Diet. An appeal has been issued to the Poles,' declaring that the decisive hour for a free and, united Poland has arrived.—Renter.
