NAVAL DEPARTMENT CHANGES. Melbourne, Oct. 4. The Royal report on the Navy Department recommends many dhanges in the administration, the reconstruction of the Naval Board, the acceptance of Sir William Cresswell'a resignation, the appointment of King Slater as general manager of the Naval dockyards, a definite financial policy in connection with the extension of the naval shipping programme.' Mr Watt has announced that the Government does not intend to introduce a bill to prohibit the sale of alcohol liquors.—Aus.-N.Z. Cable Assoc. LABOR'S RECRUITING BALLOT. Sydney, Oct. 4. Despite a warning that it is clearly contrary to the party's constitution to refuse to carry out the decisions of the Inter-State Conference, many unions are refusing to take the recruiting ballot ordered by the Australian Labor Party. LIMITING INTEREST ON DEPOSIT. Melbourne, Oct. 5. A regulation lias tbeen gazetted preventing any society, or association after November 1 offering interest on deposjis above 4i per cent., with the object of preevnting competition with war loans.
