EXCHANGE OF PRISONERS. GERMANY FAILS AGAIN. Received Oct A, 7.45 p.m. London, Oct. 3. The Government has despatched a peremptory telegram to Germany demanding an immediate answer regarding the exchange of prisoners, and stating that negotiations at The Hague last July had not materialised solely because Germany introduced at the eleventh hour the irrelevant question regarding Germans in China, and sought to release submarine prisoners, doubtless with a view to their re-employment against Allied and neutra], shipping.—Reuter. INDUSTRIAL EFFICIENCY. Received Oct. 4, 7.45 p.m. London, Oet. 3. Sir Albert Stanley (President of the Board of Trade), in a speech at London, sketched a comprehensive policy for increasing industrial efficiency after the war. He added: "We must take all possible steps for the co-operation of the dominions to develop our material resources and improve inter-Imperial communications, so that the dominions, the colonies, and India will find the best and most secure market here, and British manufacturers find ever-widening outlets for trade overseas. While there is need for much Government action, it is most important that there should be no attempt on the part of the Government to control trade and industry after the war, except during the transition stage."— Aus.
