, WORKS COMMITTEE. The Works Committee of tlie New Plymouth Borough Council met on Monday, His Worship the Mayor (Mr C. H. Burgess) presided and there were also present: Crs. J. Clarke, F. J. Hill, W. F. Short, E. Griffiths, W. A. Collis, R. J. Deare and G W. Browne. OOERiEsrfoKIDBN CE. The town clerk of Wellington wrote stating that the City Council, in common with other local bodies, had for a long time given the question of the present hospital and charitable aid system careful consideration- At their last meeting the council passed a resolution asking that the present system be amended tb provide for representation on the hospital 'boards of the Government and local bodies, in approximate proportion to their respective contributions. It was also resolved that the present system of subsidy from the Consolidated Fund was arbitrary and inequitable, and should ibe placed on a just and uniform basis. It was decided to ask the co-operation of otheir cities with a view to having the matter referred to the Municipal Conference and the Government.
Percy J. H. White wrote calling attention to the unfinished condition in which Mangorei Bond would be in when the present widening is finished, unless carried right through to Devon Street, and suggested the council should acquire the land necessary to carry out that work at present.
T. A. Berridge wrote in respect to a portion of the roadway between Mount Edgecombe Street and Morley Street, known a a Powderham Street Gully, which it was alleged was not filled out to the proper width and was unprotected by a fence and unsecure against straying stock. He asked that the road he filled out to the proper width, so that he could erect his fence, or tliat the council should fence it back to the edge of the present filling. The engineer gave £l5O to £175 as an approximate estimate of the cost of doing the necessary filling in, stating that an easement would probably be required in connection with the work.
A. E. Washer, Avenue Road, .wrote asking if the council could see its way to have completed that portion of road between Brooklyn Road and Avenue Road, so as to give residents there an outlet in all weathers.
The engineer reported the entrance to the road was not good, and suggested that a filling 14ft. wide would suffice for present needs. The cost would be from £4O to £SO.
E. G. Johnson wrote complaining of the state of Mill Road, just bcow the junction with Carrington Road, which was said to be practicallv impassaHe in bad weather. Other parts of the road were in good condition.
The engineer reported on the road, and, providing for widening the present cuttinc and using the spoil to raise the embankment at the lower end, the coat would be about £2OO.
Sarah Sole applied for permission to connect lier property at Tukapa Road with the water main supplying the Rungiatea Home. The Hospital Board had agreed, but as they pav for the water by meter, thev required that the water rate should be paid to tliem instead of to the borough. The engineer reported that Mrs. Solo's property was 300yd(> from the Tukapa Kond main. There were cerother unusual circumstances in connection with the application, by provisions of the will of the applicant's late husband, and he recommended the application foe granted with certain provisos.
The sanitary inspector (Mr. R Day) applied for permission to utilise the chassis of the new electrie motor bii3 in the service of the sanitarv department during the time the body of the bus was in ibuilding. He pointed out that the motor would thereby he earning something during the next two months, and he would also be able to test the question of motors for rubbish removal purposes. The reason for the application was that the dust-cart horse had had a breakdown, and he lifid been compelled to hiro one. While the test was being made, both horses could be thoroughly spelled. • The electrical engineer submitted specifications for tramwav shelter sheds to be erected at Pioneer Road and Waiwakhaiho bridge, the cost of each, complete, ibcing about £52. If three were erected, the cost wpuld be about £SO each.
The following resolutions were passed: That the plans of the tramway shelter sheds, as submitted by the electrical and tramway engineer, be approved, and that two sheds be immediately erected one at Pioneer road, one at the Waiwakaiho terminus. That Mr W. O. Butcher's tender for constructing the electric bus body upon a percentage basis be accepted. That the Electric Light and Tramways Committee be authorised to engage Mr Blair Mason to report upon the civil engineering portion of the new power scheme.
A formal resolution was passed to take a fresh poll for £IO,OOO streets loan upon a modified schedule.
In response to a request from the Waitara Borough Council it was decided to permit Inspector Day to give one afternoon per week to the duties of Sanitary Inspector for the Waitara Borough Council, That Crs. Griffithe and Deare he authorised to sign the memorial taking Native Reserve, No. 15, under the provisions of the Publio Works Act, 1908. That this Council endorses the resolution passed by the Wellingtpn City Council in regard to the present system of hospital administration, and that the City Council be informed that, i remit to the Municipal Conference on somewhat similar lines will receive the support of the this Council. j That the following report of Carnegie Institute be adopted: I (a) That the resignation of tlie 'librarian (Mrs Marvell) be accepted with regret. That no. action be taken in regard to the Borough Engineer's letter re notice boards indicating speed limits for motors.
That Mrs Sarah Sole be granted permission to connect her property in Tua* kapa street with the Old People's Home water main, and that in view of the fact that the supply to the 'home is gauged by meter the Board be credited with the annual water rate received from Mrs Sole. This arrangement to be subject to the condition that a new service be installed within 28 days after notice from the Council
That the Borough Engineer be authorised to extend the water main in Webster street, Dartmoor, to enable Mr Andrew's property to bo connected (estimated cost £4 10s.)
That no action be taken m regard to Inspector Day's recommendation to temporarily use the electric truck for the sanitary services,
That the Borough Engineer's letter with reference to repairing the wall and path in Devon street above the A M.P. building be referred to His Worship the Mayor, Crs Clarke and Griffiths with power to act.
