OBJECT OF PEACE MOVE. TO ENTHUSE THE ARMY. HINDENBURG LIFTS THE VEIL. FOOLISH TALK OF AN I ARMISTICE. Received Sept. 21, 5.5 p.m. Amsterdam, Sept. 20. Von Hindenburg has issued a proclamation to the army on the Austrian peace note. He says: "We are naturally ready for peace, but not such as the enemy wants. Since 1916, when the Kaiser offered peace, the German Government has lost no opportunity to show the world it is ready for peace, but the answer is always mockery and spite. Thus we have continued our defensive war. Our ally has now made another offer, but the fight has not stopped, and we must con- 1 tinue. The German army in the past i four years has victoriously proved that i it cannot be conquered. We shall see I whether the enemy is this time ready to make peace, or Whether we shall have to buy peace on terms, thus destroying < our future." The president of the -Reichstag, speaking at Ravensburg, said that, despite,' their enemies' war howling, it was not i impossible an armistice would he arranged before the winter —Aug. It is announced from Berlin that VicoAdmiral Behucke succeeds Admiral von Capelle as Secretary to the Admiralty. Von Capelle has been granted leave. The Liepziger Tageblatt, published in Berlin, states that the Government crisis, has reached A, climax. The majority par- ; ties are firmly resolved to form a parliamentary Government which will pur- ; sue a policy demanded by the seriousness , of the situation, independently of main headquarters. The Social Democrats have • declared their readiness to 'enter the new Government on condition that two or three posts are given them. The Socialists' decision rests with the Centre Party, which meets on Monday.—Reuter. BOSNIA-HERZEGOVINA. PROPOSED PROVINCIAL GOVE-EN- .. .. MENT. Received Sept. 22, 5 5 p.m. Washington, Sept. 21'. It is reported that Austria 'intends , forming Bosnia-Herzegovina into' a provincial Government under the AustroHungarian Empire. It is understood the move is intended to affect the. Allies' intentions to create a Jugo-Slav State.
