"Moreover, it complain-- that they were similarly misinformed i>- regards the eti'ects of siio-marini-ni and the'peace with Russia and Ronmania. It quotes a semi-official German telegram of April Hi announcing enormous captures of clothes in Russia. Patience sets worn out bj such camouflaging of facts. After admitting that the Allied air attacks do produce the effects which the enemy intend, the writer proceeds: "I admit thst, despite submarinism, we are not within a measurable distance of so cutting off the enemy's supplies as to render their means of subsistence a< a= our--."—Renter. j THE SUFFRAGE BILL. PROTECTION OF DYNASTY MORE IMPORTANT. Received Sept. li, 7.35 p.m. Amsterdam, Sept. 3. In the Prussian Upper House, th« Chancellor, discussing the Suffrage Bill, appealed for an understanding, because he was honestly convinced that the protection of the Crown and dynasty was at stake in connection therewith. The Government saw no possibility of approving the Bill as it came from the Lower House. The latter's scruples about the introduction of general and equal suffrage must be subordinated to the protection of the dynasty and the Crown.—Reuter.
