NEW PLYMOUTH BOROUGH COUNCIL.

MEETING OF WORKS COMMITTEE. The works committee of the New Plymouth Borough Council met last night. His Worship the Mayor presided, and there were present: Crs. G. W, Browne, R. J. Deare, W. A. Collis, E. Griffiths, W. F. Short and J. W. Haydcn. The Harbor Board wrote intimating that it would be prepared to receive a deputation from the council at its next meeting, on September 20. The borougli engineer submitted plans showing his proposals for diverting water from private paths to the ordinary side channels, by means of tile pipes underneath the footpaths.—The proposals were agreed to. The borough engineer drew attention to the bad entrance from Avenue Road to John Street, and recommended that as the Taranaki Jockey Club was at present altering its frontage on Avenue Road steps should be taken to improve the roadway into John Street.—lt was i decided to make the suggested altera-1 tion.

The library committee submitted the following recommendations: (1) That the committee regrets that there is no room in the library building, and suggests that the council be asked to aUow the room now containing the museum' exhibits to be used as a draughts room as soon as the exhibits are removed to the new building; (2) that in the opinion of the committee the time has arrived when consideration should be given to the appointment of a suitable person to undertake the duties of librarian and curator of the museum, and requests the authority of the council to make the necessary enquiries.

During the discussion on the first resolution it was pointed out that the room in which the museum exhibits were Btored was in the building which had been handed over to the Soldiers' Club, and that it would not be fair to the club to give a draughts club permission to meet in its building, and that it would interfere with the privacy of the club for soldiers. It was also stated that if the council provided a draughts room there was no reason why it should not also make provision for a billiards and cards room.

It was decided to inform the ers for a draughts room in the Carnegie Institute that the council regretted that at present there was no room available for such purposes. The committee was given the authority asked for in the second resolution. The town clerk reported that in the matter of the councils urging the holding of a conference of the Municipal Association, replies in favor of the conference had been received, from sixteen bodies, two were against the conference, one expressed no opinion, and one decided to leave it with the executive.— The council considered a number of suggested remits, prepared by the town clerk, for consideration by the conference. In reply to 'the applications of the Leppsrton Dairy Company for the services of the electrical engineer, it was decided to state that owing to the undesirable precedent that would be established, the council regrets that it could not consent to the engineer inspecting the company's plant and giving evidence in court.
