THE COAL QUESTION. By Telegraph.—Press Association, Christeliurch, August 20. Sir James Allen stated to-day that the Cabinet was considering the coai question from the point of view of the cost of coal from the time the miner hewed it until it got to the coal seller or consumer. Cabinet had not considered the question of State control, and he could not" see how that would help. Sir James Allen added that if the miners struck to-day they were liable to the penalties under the law, and they understood the law perfectly well. Any man who came out on strike would forfeit the exemption he might have obtained by reason of his calling.
