THREE ISSUES SUGGESTED. By Telegraph.—Press Association, : Wellington, Last Night. The National Council of New Zs*land, representing all branches of the fojiior trade, in view of the statement* made by Mr. Massey and Sir Joseph Ward last year, that a proper solution of the licensing question must be found, and also the/ demands of prohibitionists, Moderate League and Labor Party, as well as the Efficiency Board's recommendation, passed resolutions to the. effect that no adequate solution <sou]d Ve found without an altered ballot paper, which must be revised to remove the eristic disabilities. With that object the conn* cil had drawn up a petition to Parliament, with the following issues: Na-: tional continuance, national ownership and national prohibition,, with a bare majority to decide the fluestions, at the. next general election.
