Mr. Schwab, after the ceremony, explained how these incentives' are being' utilised.

The 12-year-old daughter of the chairman of the Shipping Board broke a bottle of champagne over the. bow and named .the vessel, which, amid humcane cheers, slid gracefully into the Water.
