IMPORTANT CHANGES PENDINGBy Telegraph.—Press Association. Wellington, Last Night. Preparations for important changes i. the magistracy are nearly complete. It is anticipated that the Minister of Justice will be ready to make an announcement by the end of- the month. Meanwhile the vacancy»caused by the death of Mr. Kerr will be filled within the next few days. The number of magistrates is nominally only two short (by the retirement of Mr. Kettle and the death of Mr. Kerr), but the actual shortage is extended by appointments as chairmen of military service boards and commissioners boards, which have diverted at least sis magistrates from their ordinary duties, and at present two others have been engaged as commissioners. Another factor is the curtailment of railway services, which has reduced the mobility of magistrates. Some of the magistrates are just at the retiring age (65).
