The newly-elected Council of Education held its first'sitting to-day. fho Director of Education attended, and gave an exhaustive address, in whioli lie replied to recent criticisms. (He claimed that the progress made by the Department _ proved the authorities had not been indifferent to New Zealand's needs. The proportion of pupils to teachers had been reduced during recent years. The figures would have been better if the Department had been aible to obtain the extra teachers desired. The Minister addressed the gathering, and said the shortage of teadieTg was' due to lack of supply, not to unwilling, ness of the Departaiment to engage the number necessary for efficiency. The council's deliberations are not open to the press.
