THE QUESTION OF TREATIES. Washington, June 13. The Senate rejected a proposal !cfc a public discussion of treaties. President Wilson, in a letter to the Senate, referred to his statement of January last favoring open diplomacy. He explained that negotiations should he carried out without undue publicity, but when completed the treaties should be made public,—Aus. N.Z. Calble Asgoo. ANGLO-AMERICAN MILITARY TREATY. Received Jane 14, 255 p.m. London, June 13. The United (Press Washington correspondent says that Americans in England and Canada will be conscripted between the ages of 21 and 31. Britishers in t/he United States between the ages, of 18 and 45 will be subject to the call, tout it is intimated that the United States' Government will not call Britishers except between the ages of 21 and 31.
