A SPECIAL COMMISSION. TO DEAL WITH VARIOUS MATTERS Received .Time 4, 5.5 p.m Moscow, June 3. The Germans have agreed to the RussiaiL proposal that a special commission shall deal with questions not- decided by the Brest Litovak treaty. The commission meets at Moscow to discuss the situation in the Caucasus, independence for the Crimea, the political situation in Finland and Estland, and economic relations.—Press Assoc. FINLAND CONTROLLED BY GERMANY. Stockholm, June 3. It is asserted that a Finnish-German convention exists, whereby Finland engages to establish' a monarchy under a German dynasty, to permit Germany to use the Aaland Inlands or a place gn the opposite coast as a naval base, and to use a Finnish harbor in the Arctic as a commercial port. Finland undertakes efficient measures to combat anarchists. Germany will maintain troops in Finland till the conditions are fulfilled.— Times. RUSSIANS EXPELLED FROM FINLAND. Moscow, June 3.
