PROLONGED CIVIL WAR. IMPOSING INDESCRIBABLE HARDSHIPS. Received May 14,12£0 sun. Pekin, May 12. A prolonged civil war, of which there is no prospect of an early termination, is imposing on the people throughout the country indescribable hardships. Meantime ten provinces are infested with brigands, the bands varying from hundreds to thousands, who pillage, murder, kidnap, and seize trains. Local authorities are inert and helpless. The Government continuously ignores popular petitions. The leaders' personal animosities and ambitions are mainly responsible for the war.—Times.
