ROUMANIAN.

UNDER THE HEEL. OF THE TEUTONIC TYRANTS. Received May 9, 8.30 p.m. Amsterdam, May 8. The treaty provides that all guns and war material shall he held by the Central Powers until the general peace, and be guarded by Roumanian troops under the supervision of the Central Powers' chief commander. A commission, composed of representatives of the Central Powers, will demarcate the new frontier. Roumania will cede to the allied 'Rowers interested that portion of the Dobrudja ■between the confluence of the Danube with the Black Sea to the St. George's branch of the river Danube. The frontier between the territory ceded to the allied Powers and Roumania will be formed by the river valley. The allied Powers will undertake to assure a Roumanian trade route to the Black Sea via Cernadova and Constanza.

Roumania agrees that her frontiers shall be rectified in favor of AustroHungary. The State property in the ceded regions in Roumania passes, without indemnification, to the acquiring States. The evacuation of the occupied Roumanian territory will be effected at a time to be decided later.

The strength of the occupying armies, apart from the troops employed in econ|omio management, must npt exceed six [divisions. The railway, post and tele--1 graphic services will, for the present, remain under m<litary administration. Roumanian courts will resume their jurisdiction, but the allied Powers retain jurisdiction and police supervision over the occupying troops. The occupying army may requisition corn, fodder, wool, cattle, timber, oil and oil products, always with proper regard for the orderly plan for securing these commodities and satisfying the needs of the Roumanian popnlation. (Provision will be made for refunding money spent by the allied Powers on public works, including industrial undertakings. From the time of the ratification of the peace treaty onwards, Roumania pays for the maintenance of the army of occupation.—United Service.
