AN ARMY FOR FRANCE. PROPOSAL IMPRACTICABLE. Received April 23, 7.55 pail, New York, April 22. Interviewed at a Pacific port, Viscount Ishii said the sending of a Japanese army to France was impracticable on account of the difference in the climate, food, and language.
