AFRICAN SOLDIERS ENFRANCHISED Capetown, April 19. The joint session of the Senate and Assembly was resumed. The Minister of the Interior moved the second reading of the Electoral Delimitation Bill, and explained that it provided for the inclusion at the next deliritaton of constituencies of "200 ft African soldiers on active service w ,■ are regarded as members of the Impe i forces, but under the constitution are precluded from voting. The measure was a purely temporary one to meet an emergency created by the war. The Bill was read a second time. 'ln leaving Parliament House Mr. Hertzog was assaulted 'by a litter from the Transvaal, who shouted: "You are for the Kaiser." Other members intervened. Mr. Hertzog suffered only a slight graze.
