REINFORCEMENTS IMPERATIVE. | AS A RESULT OF CRITICAL V?ESTERJT SITUATIONOttawa, April 17. The Government statement points out that it is necessary to call up men between J9 and 24, because the critical situation on the west front has rendered reinforcements imperative' The Government regulations calling up men over 10 will be submitted to Parliament on Thursday. The regulations abolish the existing tribunals and exemption machinery, and also empower the Government to divide the men into classes and utiliss tbem for pversea purposes or home tasks, according to their ages and qualifications.
