NEW ELECTORAL BILL. Capetown, April 18. For the first time since the union a joint sitting of both Houses of Parliament was held on the occasion of the discussion of a Bill for the delimitation of electoral districts and providing for the protection of the votes of men on active service. As this required a constitutional amendment the rules of procedure only i were discussed at to-day's sitting.
