EMPEROR CARL'S LETTER. FRANCE'S CLAIMS ADMITTED BY POPE. New York, April 14. Tlio World's Rome correspondent learns that the Emperor Carl also wrote a letter to the Pope admitting the justice of France's claims to Alsace and Lorraine. Subsequently the Pope issued his special peace "proposal, THE AUSTRIAN EXPLANATION. New York, April 14. Advices from France say that th« •serai-official Austrian explanation of the Emperor Carl's peace letter is that it was written by the Duchess of Parma to her son, Count Sixtus- The Emperor added certain words under his own signature, thus M. Clemenceau was able to say that Carl's signature was oji the letter.
AUTHENTICITY OF LETTER VOUCHED FOR.

An official, replying to a Vienna official statcTnent, says that Prince Sixte showed M. Poincaire the original of Emperor Carl's letter as published- Two of the Prince's friends can attest the letter's authenticity.
