DOUBLY DISAPPOINTING. AMERICAN OPINION London, April 14. The New York World says the Irish plan for self-government is doubly disappointing because the old lines of cleavage are emphasised. A divided and warring Ireland is a menace not only to Britain and France, but to the United States. Cardinal Logue, speaking at Dungannoil, said proposals vitally affecting all Eoction3 of Ireland were being liurricd through the British Parliament with unseemly haste.
