CARGO FOR SWITZERLAND. NEGOTIATIONS FOR SAFE CONDUCT. New York, April 14. The Swiss Minister announces that the Swiss Government is satisfactorily negotiating with Germany with a view to securing the safe conduct of American ships carrying cargo for Switzerland.

SEIZURE OF DUTCH SHIPS JUSTIFIED. \_ Washington, April 14. Mr. Lansing has issued a statement replying to the Dutch Government's disapproval of the seizure of Dutch ships. Mr. Lansing declares that the shortage of shipping threatened to postpone at frightful cost the ultimate victory over militarism, and the great emergency justified the temporary seizure, which leaves available for the Netherlands the greater part of their merchant tonnage. Mr. Lansing adds that the friendly relations 6f both Governments are unchanged.
