RUSSIA. GERMANS AX HEISINGFORS. PROVINCES "ASK" FOR GERMAN RULE. Received April 10, 5-5 p.m. Copenhagen, April 14. It is reported from Finland that the Germans are now outside the fortress of Helsingfors. A large German squadron is co-operating, and it is expected the fortress will fall to-morrow. Amsterdam, April 14A Berlin official message states that the councils of Livonia, Esthonia, Riga, and I>sel have jointly passed a resolution that they desire to become with Courland a part of the German Empire under the common constitution.
A GREATER FINLAND^ PRETENTIOUS GERMAN SCHEME. / Stockholm, April 14. Finnish politicians proceeding to Berlin informed the Folks Dagbad that Germany had agreed to the creation of a Greater Finland, including the Russian province of Karelie, through which the i'.lurman railway passes to the Arctic Sea, also Petrograd, which General Mannerheim has undertaken to capture by June. Finland will become a greater Baltic power than Sweden or Norway.
Germany will have an Arctic port, retain the Aaland Islands, and renew the war against the Bolsheviks after securing victory in the west.

Women and children were killed without mercv and property plundered and burnt. The peace treaty which the Russians were forced to.sign at Brest Litovsk lefi the determination of the future destiny of the people of the provinces of Ardahan, Kars, and Batoum to the people themselves- Recent events testify to the renewal of the old policy of the annihilation of the Armenian people. Responsibility for all the horrors the Armenian population is now suffering in the regions already occupied bv the Turks lies with the Germr.n Government, which directly he'ped Turkey to secure these regions.
