Washington, April 11. • The Senate Military Committee's report on the Government aircraft programme characterises it aB gravely disappointing, and' recommends the drastic reorganisation of the production of machinery, it also charges the Government officials with misrepresenting the situation and misleading the public, and with procrastination and indecision. It suggests one man control of production. Of 22,000 liberty, motors ordered only 122 had been completed for the "army and 140 for the navy, whilst only four had been shipped oversea,. Owing,to tne delay in providing training many American aeroplane cadets were idle, and 1200 had been sent to gurope to be trained.
