Ribot, who was Premier at the time, declares that it is absolutely incorrect that the Government took the initiative in any pourparlers with Austria- The conversations which may have occurred between H'err Reverdra. and M. Armand were simply the work of the Second Military Bureau, whose role was to gather information by all possible means on the situation in enemy countries. No diplomatic importance was attached to its services.
