CHANCELLOR S SPEECH. POSTPONED P,Y ORDER OJ? THE MILITARY.

Paris, April 10. The Matin's Zurich correspondent says that the postponement of Count von Hcrtling's intended speech in the Reichstag surprised the deputies. Jt is attributed to serious dissension between, the Ministers and Ludendorff, who threatens to resign if Counts von Hertling and Czernin make more peace speeches which weaken the army's morale and endanger the military plans. The Kaiser advised Count von Hertling to postpone his speech.

German soldiers in the Beveloo camp, Limburg, mutinied when ordered to proceed to the front, and fatally shot three officers and wounded many. The mutiny was quelled and 17 men arrested.
