RUSSIA.
RUSSO-ROUMANIAN TREATY. BESSARABIA TO BE EVACUATED. Tteuter Service. .Received April 2, 5.5 p.m. Moscow, April 1. It is officially stated that the RussoRoumanian treaty regarding Bessarabia provides that the Roumanian troops, except the 10,000 guarding the railways, will evacuate Bessarabia within two months, and that Roumania is neither to take nor to assist in any offensive against the Soviets.
[ EX-ROYAL FAMILY. UNHAPPY IN COLD SIBERIA. Received April 2, 7.40 p.m. London, April 1. The Daily Express's Petrograd correspondent states that the coldness of the wooden palace at Tobolsk is so great that the Czar and familv are often forced to go to the servants' parlor in the Arctic-like evenings. The palace is lit by smoky petrol lamps. The only water is from a well. The Imperial family are forced to use the public baths, the peasantry being excluded during their morning ablutions. The Czar is daily growing more morose, but the Czarina is seeking to keep up the family spirits. ' Prince Alexis is suffering severely from cold, and spends most of his time in bed.
PACIFYING FINLAND. A GERMAN THREAT. Received April 1, 0.55 p.m. London, April 1. A German official message states that unless Russia is able to prevent the Red Guards from pouring in and overrunning Finland the German Government will be forced to take measures to secure the conditions provided for in the peace treaty.
