j GREAT-BARRIER QE! WIRE, London, March 10. Renter's correspondent at Amsterdam quotes the Telegraaf as stating that the Germans are laying an unelectrified wire barrier along the frontier of Flanders and the Dutch province of Zeeland, and extending towards the coast. All the inhabitants of this broad strip of land are being removed. It is suggested that the object is to cut otf Belgium, more completely from the world in view of the concentration of troops for the big offensive.
