LICHNOWSKY'S MEMORANDUM. • A SERIOUS INDISCRETION. Amsterdam, March 21. Herr von Payer categorically denied Prince Lichnowsky's assertions. (The cable referred to was as follows: Stockholm, March, 15.—The Politiken publishes the remarkable private and secret memorandum issued by Prince Lichnowsky, Oenuan Ambassador in London 1912-LI, in which 'ho testifies to Viscount good faith and constant efforts at reconciliation. Viscount Grey's aim was to reach an understanding with Germany, but the Wilhejmstrasse throughout chose a strict Triple Alliance policy.)
