JAPS RETURNING TO HARBIN. Received March 18, 11.30 p.m. London, Mareli 17. The Daily Mail's. Tientsin correspondent slates that Japanese are arriving at Harbin from Siberia, and state their Government has ordered their withdrawal, as the situation might necessitate military intervention.
