The Berliner Tageblatt and the Stuttgart Tageblatt, both of • which are closely associated with the general staff, state that Germany's bounden duty is •to protect the unfortunate inhabitants of Finland, Lituania, Esthonia, afid northern Livonia against Bolshevik excesses, also that the Central Powers should not renew the armistice with RussiaTiie Neues Tageblatfs Berlin correspondent asserts that Germany, on the termination of her occupation of northern Lithuania, will be preparing for a military occupation of Couriand, Livonia, Esthonia, and Finland, and that the Kaiser may proclaim the annexation of these rich territories; also that the general staff is planning the occupation of Reval and Petrograd, lt BATTLES IN NORTHERN RUSSIA. STREET FIGHTING AT KIEFF. Received Feb, 18, 8.45 p.m. Petrograd, Feb. 17. It is reported that General Alexieff's armv won a battle in the vicinity of Woroneshi, which is now surrounded by Cossacks and expected to fall shortly. The battle resulted in 3000 'Being killed and founded on both sides. StWc!t fighting is reported at Kieff, where the White Guards dislodged the Red Guards from the arsenal, killing over 1500. The workmen belonging to i the Kieff, Revolutionary Committee were shot en masse- i Soviet deputy forces, comprising Ukraine and Bolshevik regiments, are now attacking the White Guards, who arc encamped in the Petshovk monastery. Advices from" Siberia state that the Siberian Government has sent a demand to the Soviet forces to evacuate the Government districts-
