OIiUMAN NAVAL EXPERT'S ADMISSION. The most significant avowal of Germany's naval impotence that haw ever been jmsed by the censor since the war began, (says a correspondent at Amsterdam) is made by ex-Captain Persius, the naval expert of the Berlin Tageblatt, in tNt journal.
