ENGLAND CANNOT BE STARVED. ' ADMISSION BY PERSIUS. Amsterdam, Feb. 4. Captain Pcrsius, in an article in the Prussian Year Book, says that England cannot be starved. Even German official utterances confirm his view, but hold that it may be possible so to reduce the enemy as to enable Germany to achieve a complete victory. This is •itill a heavy task, owing to the increased efficiency of anti-submarine measures and the increased output o? enemy and neutral shipyards. FINISHING OFF THE GOBEN. REPORTED LOSS OF A SUBMARINE. Received Feb. (i, 12.3.3 a.m. London, Feb. 4. The Admiralty reports that the submarine El 4 proceeded to the Dardanelles on January 27, in order to complete ,the destruction of the Goeben. A wireless 'Turkish official reports that EH was sunk at Kum Kill., and that seven men were saved. The report adds that the Turks shot ofT the periscope of EB2, which was certainly regarded as destroyed. The British Admiralty states that all except El 4 returned to their bases. SUBMARINE RUTHLESSNESS. I KAISER'S SPECIAL DECORATION. Reuter Service. Received Feb. 5, 11.50 p.m. Amsterdam, Feb. 4. On the occasion of the anniversary of submarine ruthlessness, the Kaiser created a special decoration for the submarine crews, and awarded the highest class pour le Merite to Admiral von Sclieer. GERMAN REPORT DENIED. Received Feb. 0, 12.35 a.m. London, Feb. 4. The Admiralty denies the German Wireless report that a large English warship, accompanied by torpedo-boat destroyers, was mined and sank in the Firth of Forth. There was no incident whereon the statement could be based. LOSSES IN DARDANELLES ACTION. Reuter Service. London, Jan. 30. In the House of Commons Mr. McNatnara announded that Bix officers and 127 men were killed and twenty-seven men wounded in the Dardanelles action cabled on January 20. [The cable referred to related to the engagement of 'British forces against tho Goeben, Breslau and the destroyer Aceion when tho monitor Raglan and ■a small monitor were lost.]
