BOTHA OPPOSES CONSCRIPTION. AUSTRALIA'S ACTION A SHOCK. Capetown, Feb. 4. General Botha, opening a recruiting conference, said that 29 per cent, of the eligibles in South Africa between the ages of IS and 42 had participated in the war. He declined the suggestion to adopt conscription, declaring that they had enough trouble in the country without looking for more. What had happened in Australia had been a shock to men like himself, who wanted to assist the war. Conscription would simply mean the recall of men from Flanders to put down trouble in South Africa. He also declined the proposal to conscript British-born residents as involving class legislation. SERIOUS FLOODS. Capetown, Feb. 4. Serious floods are reported at Beirs in Portuguese territory. The Pungwe River inundated large tracts of land. Railway communication with Rhodesia has been cut off. Enormous damage has been done to sugar estates. The°floo • arei increasing.
