A WAR COUNCIL RUMORED PEACE PROPOSALS. Washington, Jan. 20. Mr. Lewis, in the Senate, said: "We have reason to know that Berlin will shortly make pence, proposals to the Allies and also have information that the Pope is arranging another effort for peace." A Bill creating a war council of three civilians will be introduced in the Senate on Monday. It empowers the Council to co-operate with Mr. Wilson in the entire "conduct of the war. SOLVING LABOR PROBLEM. Washington, Jan. 20. Plans are being matured to transport 110,000 laborers from Porto Rico and the Virgin Islands as railroad and agricultural workers. A PKUf F.CTED GAS MASK. Washington, Jan. 20. It is announced that United States chemists have perfected a gas mask superior to that used by the Allies. It may be widely used by the European forces. BOLO PASHAS PAYMASTER.
