INSULT TO RO'JMANIA, BOLSHEVIKS THREATEN COERCIVE ACTION. Received Jan. 17, 8.50 p.m. Petrograd, Jan. M. Representatives of the Allies strongly protested to Lenin against the arrest of the Roumanian legation and demanded their release. The Roumanian Minister ,md a few other Roumanians were released on Tuesday afternoon. The Russian Government accuses Roumania of hostile acts against Russian troops, also of arresting the committee of a Russian regiment and the Austrian officers who were visiting the regiment. The Russian Government has sent an ultimatum demanding i u " ! " Release and the punishment of the authorities "concerned, also a guarantee against a repetition of such acts. Failing a reply within 24 hours, Russia will break off relations and take energetic military measures.
FAMINE IN THE ARMY. AN APPEAL FOR HELP. London, Jan. J6. A Russian wireless despatch states that an appeal to all says immediate help is necessary, the army is perishing of famine, provisioning has ceased, several regiments are 'breadless and horses are fodderless. Every citizen of Russia is appealed to do his duty and work. The appeal directs the Council of Soviets to do everything necessary, even to making work compulsory, to enaurtt the feeding of the armies. It says attempts by re.ilwaymen and others to capture military food will be severely punished. There is ail unconfirmed report current of an unsuccessful attempt to Bhoot M. Lenin.
COSSACKS AT THE CONFERENCE. REPRESENTED BY UKRAINE DELEGATES. Copenhagen, Jan, IC. The Politikcn's Berlin correspondent states that General Kaledin requested the Ukraine delegates at Brest Litovsk to Watch the interests of the Don districts, adding that if Ukraine reached an agreement with the Central Powers the Cossacks at the front would be demobilised.
VOLUNTEERS LEAVE FOR THE FRONT. THE POPULACE ENTHUSIASTIC. Received Jan, 37, 9.5 p.m. Petrograd, Jan. 16. Five thousand volunteers of the new Socialist army have left for the front to protect the border. The populace was tremendously enthusiastic.
JAPANESE WARSHIPS AT VLADIVOSTOK. PROTECTING FOREIGN LIVES AND PROPERTY Received Jan. 17, 9.5 p.m. Tokio, Jan. 16, It is officially announced tb»t Japanese warships have been sent, to Yladivostock. Japan does not desire to coerce Russia, but foreign lives and property znust be protected. CZARINA HOPELESSLY INSANE. Received Jan. 17, 8.50 p,m. Amsterdam, Tan. 16. German newspapers state that the Czarina is hopelessly insane, and is confined in a sanatorium at Tobolsk.
