RESPONSIBILITY RESTS WITH GERMANS •Received Jan. 12, 5.5 p.m. Rome, Jan. 11. The Osservatore Romano, in an inspired article, points out the fundamental agreement of President Wilson's speech with the Pope's peace appeal. The paper declares that the road to an early peace is open, and implies that the responsibility for peace now rests with, the German people.
