Published in The Times. London, Dec. 31. Tn a letter to The Times a correspondent who was 14 years in Russia and is n°w a visit to London deals trenchantly with the memorandum of the Labor Congress. Some of the essentials remarkably resemble the Bolshevik programme, which was made in Berlin. The correspondent states that Mr. Henderson (formerly member of the War Cabinet I lived in a Bolshevik atmosphere dnrin" his brief visit to Petrograd, and lie was incapable of understanding the position A large majority of the workers and peasants oppose,the pro-German extremists. It was notorious, and could !>i> proved by documents, that Germany organised and financed through Lenin, made the revolution a German machine, securing the complete surrender of nolitical and economic independence.
