RAILWAY CONTROL. PRESIDENT EXPLAINS REASONS. Washington, Jan. 4. President Wilson's address to Congress to-day will explain the reasons for taking over the railways and the appropriation of 150,000,000 dollars for financing the scheme. It is believed he will explain ill at this is only a war measure, not intended as the forerunner of Government ownership.
