JAPAN.
SHIPMENTS TO RUSSIA. BEING DIVERTED TO JAPAN. Received Dee. 31, 0.15 p.m. Tokio, Dec. 30. The United States has stopped all shipments to Russia. An American Steamer returned to Tokio from Vladivostok with a cargo of railway material undischarged. Vessels en route to Vladivostock are being diverted to Japan.
