THE EMPEROR'S SPEECH. FULLEST COOPERATION WITH THE ALLIES. TO SECURE VICTORY, V Tokio, Dec. 28. The Emperor, in a speech from the throne, said the European war was .becoming more important, and it became them to hasten efforts for more effective co-operation with the Allies. They expected the alliance to secure victory and to obtain the objects with which they heartily sympathised. They were prepared to co-operate to the fullest extent while maintaining peace in the Orient. STOPPING WAR SUPPLIES FOR VLADIVOSTOCK, Tokio, Dec. 28. It is officially stated that Japan will not recognise the Bolsheviks. It is also reported that the United States has sy&ed Japan to intercept all steamers carrying war supplies to Vladivostock.
