GERMANY'S PROMISED STATEMENT., A FORECAST OF CHIEF ITEMS. Received Dee. 18, 8.55 p.m. Amsterdam, Dee. 17. Berlin political circles are excited over the report that Germany is about to Ftate her peace aims. It is understood they will chiefly declare political disinterestedness in Belgium, with ample damages in exchange for a return of Germany's colonies, and that the question of Alsace-Lorraine will not be mentioned. It is believed Germany will inform England, France, Italy, and the L T nited States of her aims through neutral diplomats, under secrecy.
