A correspondent states that owing to the scarcity of gold, the Allies, America rind, neutrals are considering a proposal to introduce bi-metallism, based on the silver value of a dollar per ounce. NEGRO SOLDIERS PUNISHED. Received Dec. 13, 12.6 a.m. New York, Dec. 12. At San Antonia, Texas, thirteen negro soldiers were hanged and forty-one sentenced to life imprisonment for participation in a riot at Houston, on August 8, wherein 17 were killed.
