WHAT AMERICA IS DOING. Washington, Sept. 20. - '_ Mr. Baker, Secretary for War, ofiicially announces that the United States intends to make a second levy of half a,million conscripts aTTTI that the existing plans of the General Staff call for an arm}' of 2,:!0l),000 men this year. This statement he made in a speech submitting a supplemental deficiency estimate or 52.57.00a.000 < £57,400,000).* Incidentally Mr. Baker stated that the War Department has decided to %a ahead with a plan for the physical examination of the. entire 9,y00,000 men enrolled under the Compulsory Military Service Law. He said:— A great many men will he held in uncertainty if we delay examining the men on the registration lists. Our duty is to examine these men, so they will know definitely whether or not they are liable to military duty and so will have the opportunity to arrange their business affairs accordingly. v
