Trotsky announces that if Tchitchtrin and Petroff, two Russian agitators, are detained any longer in a concentration camp in England, the Russian Government will take similar measures against Englishmen in Russia.
Trotsky has also appointed Tchitch trin as F.ritish Ambassador.
Tlie Cadets are polling heavily in the provinces. It is understood in London that Tehitchtrin and Petroff are quite unimportant personages. They were interned for refusing to comply with the British regulations regarding reeruiting Russian troops. J RUMORED ESCAPE OF CZAR. i . Berne, Dec. 2. The Neilio Freio Presso says it is rumored that thp Czar has escaped from Tobolsk, traversed Kharbln, and reached Japan. ' PROTESTS AGAINST SEPARATE PEACE. Petrograd, Dec. 2. The American military representative at Russian headquarters, on behalf of the United States Government, strongly protested to General Dukhonin against Russia concluding a separate armistice. The French representative told General Dukhonin that France will not rccogniee the people's commissioners, and is confident that the Russian command will reject criminal negotiations.

A Roumanian patrol arrested a German sub-lieutenant and cadet carrying manifestoes and proclamations to the Roumanians.
