It is understood that the Allies have endorsed the proposal to permit China, to send 25,000 troops to France for secondary duties, thereby releasing French troops. THE POLITICAL CRISIS. \ . ' Shanghai, Nov. t% The military Governors of the Yang* tse provinces insist on the Government making a compromise with the south. It is believed that tho south will accept thojjissolution of the National Council and the election of a new* Parliament, ' Tuanchijui has again resigned -the premiership, and Wangshichen is trying to form an interim Government. It is believed the Germans offered a large bribe to secure the assassination, of Tuanehijui.
